In fact, it is possible the item will never drop, and RNG dictates that will happen to some players out of the thousands out there. I think less people would use tools to give themselves the item they wanted if the game could at least give players the feeling they were progressing - whereas from the sound of it - endgame players are stuck in a monotony of never knowing when/if ever the item/s they're looking for will drop. The game's reroll system also makes it easier to make an existing gear piece good, and needs salvaged legendaries to work, which gives purpose to the thousands of trash legendaries you find as a currency to enhance the few legendaries that actually matter. It doesn't remove the RNG, but the Kadala vendor can at least guarantee your drop is a desired type: like a chest piece and the Kanai Cube is a mechanic that can at least give a lot of dead items purpose as fodder for enhancing the few items you DO care about. I know the GD community and PoE community both hate D3 but those games could SERIOUSLY BENEFIT from taking some notes from how D3 gives players the ability to focus their search. Path of Exile suffers from the same thing in my experience, and since that game is locked down trading with other players is basically the only feasible way to finish a build. I haven't hit end game on any character but from what I hear, it sounds like GD's lack of ways to narrow the drop pool make getting the items you need yourself an impossible prospect given any reasonable amount of time and without boosting the drop rate to an unmanageable degree (really I wish the game's inventory system made it out of the last decade).
